Shueisha Games and developer MicroSimulation have announced CONQUISTA: Tide of Wills, a new colony simulation and 4X strategy game coming to PC via Steam in Summer 2027.
The announcement is accompanied by the game’s first trailer and the launch of its Steam store page, where players can now add CONQUISTA: Tide of Wills to their wishlists. The game will also make its playable debut at gamescom 2026 in Cologne, Germany, giving attendees their first opportunity to experience it ahead of its full release.
CONQUISTA: Tide of Wills puts players in charge of a settlement that can gradually grow into a powerful nation. Players will start by gathering resources, clearing forests, and constructing buildings before expanding their population and developing new industries. As the settlement grows, the focus can eventually shift toward managing an entire nation.
One of the game’s central ideas is the importance of the individual citizens living within the player’s settlement. Each citizen has their own name, occupation, and daily life, with people working, shopping, visiting taverns, and participating in the local economy. Their actions can have consequences that extend far beyond their individual lives.
Citizens can develop hopes and frustrations that eventually become “Passions,” potentially influencing the direction of an entire nation. A rumor shared between citizens could contribute to a rebellion, while an ambitious explorer might leave in search of unexplored territory without being ordered to do so. Merchants can independently pursue profitable opportunities, and citizens may even establish their own settlements and declare independence.
These systems are designed to create a world where events can develop without always following the player’s plans. Small interactions between citizens can lead to alliances, conflicts, and political changes, with the player’s decisions determining how these developments affect the wider nation.
Players will also have to decide how they interact with neighboring nations. Diplomacy can be used to build relationships through tribute, alliances, and trade, while military expansion provides another route toward increasing a nation’s territory and influence. When conflicts escalate, large-scale battles involving hundreds of units can take place.
The world itself is also intended to change between playthroughs. Terrain, neighboring nations, and the people who settle under the player’s rule can vary, meaning strategies that work in one game may not necessarily produce the same results in another.
According to MicroSimulation development lead and director Nagahiro Enatsu, the game grew from a desire to connect the large-scale changes found in historical and colony simulations with the individual lives of the people within them. The development team wants players to experience situations where citizens can act independently and create unexpected outcomes, reinforcing the idea that the simulated world does not belong entirely to the player.
Producer Soya Nakano of Shueisha Games highlighted the connection between the game’s colony simulation and 4X systems. In CONQUISTA, the daily lives and Passions of individual citizens can influence the economy and society, eventually leading to diplomacy, warfare, and struggles between nations.
CONQUISTA: Tide of Wills is currently scheduled to launch on Steam in Summer 2027. The game will support Japanese, English, Traditional Chinese, and Simplified Chinese, while its price and rating have yet to be announced.
The official CONQUISTA: Tide of Wills Discord server has also launched. Players can join for a chance to participate in a lottery for access to the gamescom 2026 demo build, with additional details about the playtest schedule and application process set to be announced through the Discord community.
