What actually occurred is that Billy Mitchell’s scores have been placed in a historical archive on the Twin Galaxies website. This is essentially a snapshot of what the database used to look like in 2014, but Billy Mitchell is still banned and his scores are not on the main leaderboards, and this is something Twin Galaxies made clear in its statement

As you can see, Billy Mitchell was not vindicated and his scores remain banned but for historical context, Twin Galaxies is sharing what used to be on the site but is not part of the official leaderboard.
